How Does the VA CNN Work?

In the early 1920s, Congress authorized the VA to contract with community healthcare providers for “exceptional” cases or circumstances. This marked the beginning of the VA’s efforts to provide care through community providers. Since then, Congress has authorized temporary community care programs like the Veterans Choice Program. However, these had varying eligibility requirements and were challenging to navigate. The VA MISSION Act of 2018 established a permanent community care program that required the VA to develop a network of community providers to facilitate care access.

The U.S. Census Bureau identified 16.5 million veterans in 2021. According to the VA, 9 million veterans currently receive care across 1,321 VA healthcare facilities. These numbers highlight why there are such long wait times at VA facilities and the number of veterans not receiving care.

Through the VA CNN, the VA connects veterans to care providers in their local community, which not only makes care more accessible but increases the likelihood that veterans will follow up with their prescribed care.

Are All Veterans Eligible for VA CNN Insurance?

The first qualification for VA CNN insurance is that you are enrolled in or eligible for VA benefits. You must also have approval from your local VA healthcare team before receiving treatment from an in-network community provider, except in urgent or emergency care cases.

To receive VA CNN benefits, you must meet at least one of the following criteria:

• You need a service that is not available at a VA medical facility
• You live in a U.S. state or territory that does not have a full-service VA medical facility
• The VA cannot provide care within designated wait time and driving time standards
• The VA cannot provide the service in a way that meets their quality standards
• You qualify under the “Grandfather” provision related to distance eligibility for the Veterans Choice Program
• Receiving care from the VA CNN is in your best medical interests
